WASHINGTON ? President Barack Obama's insistence that Congress solve the nation's debt crisis through the 2012 elections emerged as a key sticking point as Democrats and Republicans urgently pieced together competing plans Monday to prevent a first-ever government default next week.

House Speaker John Boehner forged ahead with a plan to raise the current $14.3 trillion debt ceiling by about $1 trillion, along with commensurate spending cuts. That would require lawmakers to go through the painful process again next spring with an even larger debt and deficit package.

With little more than a week before an Aug. 2 deadline, Obama canceled fundraising appearances Monday.

In the Senate, Majority Leader Harry Reid was set to reveal a $2.7 trillion package of spending cuts to accompany a debt hike big enough to avoid another vote before 2013.

Both the Dow Jones and Standard & Poor's 500 were down only slightly in early trading Monday on Wall Street, an indication that investors believe a default will be avoided.

Boehner was set to meet with his chamber's Republicans to discuss his plan in detail. Aides described it as a two-step process, with an immediate $1.2 trillion in cuts and spending caps coupled with a $900 billion debt ceiling increase.

A new congressional panel would be charged with producing nearly $2 trillion in additional cuts and another increase in the debt ceiling to be voted on next year and a second increase in the debt limit would have to be voted on next year, conditioned on congressional approval of the additional cuts.

GOP officials said Democrat Reid warmed to the idea in private talks on Sunday.

But after meeting with Obama Sunday evening, Reid instead called Boehner's proposal "a nonstarter in the Senate and with the president" because it would permit only a short-term increase of the sort that has already been rejected by Democrats. Boehner's office rejected that description.

Reid, D-Nev., said Sunday that Boehner's proposal "would not provide the certainty the markets are looking for and risks many of the same dire economic consequences that would be triggered by default itself."

Instead, Reid plans Monday to unveil his own new $2.7 trillion package of spending cuts that would also push the government's borrowing authority through next year, a timeline that Obama and top Democrats are demanding. It would do so without any new revenues, Reid said, thus meeting GOP demands for no new taxes, and Pelosi said Reid's plan also avoided touching Medicare, Medicaid and Social Security.

But Reid's plan was already being privately rejected by Republicans concerned that the cuts it contains would prove illusory, particularly $1 trillion or so in savings claimed by troop cuts in Iraq and Afghanistan over the coming decade. Reid counters that House Republicans claimed the same savings windfall when they passed their budget earlier this year.

Sen. Chuck Schumer, the No. 3 Democrat in the Senate leadership, said Monday one difficult reality is that no debt-crisis solution can be successful unless it has the support of five top players: Obama, Boehner, Reid, Pelosi and Senate Minority Leader Mitch McConnell. But Schumer also said he thought Reid's proposal had the best chance of succeeding.

The competing plans were emerging after debt talks between Obama and Boehner on an ambitious $4 trillion package of spending cuts and revenue increases ? the so-called "grand bargain" ? collapsed spectacularly when Boehner walked out Friday. The speaker at the time accused Obama of moving the goalposts with demands for more taxes. The White House disputed that, but the focus of the talks has now largely moved from the White House to Capitol Hill.

The drama seemed certain to play out in nail-biting fashion, and it consumed Washington, as Obama canceled planned appearances at two Democratic fundraisers Monday night in Washington. He has barely ventured from the White House all month, and additional fundraising trips have also been canceled or postponed.

If the government's authority to borrow money isn't renewed by Aug. 2 ? its current $14.3 trillion limit having been reached ? it won't have cash to pay all its bills. The administration and many others say that scenario would risk a first-ever federal default, with higher interest rates and other devastating effects cascading through the entire economy.

Both Boehner and Reid were hoping that by presenting their competing plans, they would demonstrate a seriousness that could prevent the world's financial markets from panicking and punishing the U.S. by demanding higher interest rates for the huge amounts of cash it must constantly borrow. Speaking to the U.S. Chamber of Commerce in Hong Kong early Monday, Secretary of State Hillary Rodham Clinton tried to reassure financial markets that America's economy is sound and that a deal on the debt limit would be reached.

In a conference call with his colleagues on Sunday, Boehner said that his new plan "is gonna require some of you to make some sacrifices."

"If we stand together as a team, our leverage is maximized, and they have to deal with us. If we're divided, our leverage gets minimized," Boehner said, according to excerpts the speaker's office distributed to Republican offices.

"I would prefer to have a bipartisan approach to solve this problem," Boehner said on Fox News Sunday. "If that is not possible, I and my Republican colleagues in the House are prepared to move on our own."

Administration officials took to the airwaves on Sunday to make their case, with White House chief of staff William Daley saying Obama would veto a bill that didn't extend the borrowing limit into 2013.

"The president believes that we must get this uncertainty in order, to help the American economy and help the American people," Daley said on NBC's "Meet the Press."

Treasury Secretary Timothy Geithner also underscored administration opposition to a short-term extension of the debt ceiling. Reaching out to investors, he said on CNN's "State of the Union" that a U.S. default was unthinkable, saying, "We never do that. It's not going to happen."

Schumer was interviewed Monday on MSBNC.

Hadzic was arrested on Wednesday after seven years on the run, discovered by Serbian agents who had followed a money trail that began last December when Hadzic's aides tried to sell a Modigliani painting.

He is wanted for atrocities stemming from Croatia's 1991-95 war, including the leveling of Vukovar and the massacre of some 200 Croat prisoners of war after the devastation of the town on the Danube.

SYDNEY (Reuters) ? It's got a big yellow dog, sharks, a dead dugong, attracted millions of viewers on YouTube and you couldn't make it up.

Video footage of a dog attacking a shark under water on the Australian coast has "gone viral," becoming a top Internet hit.

The footage shows two dogs swimming in the ocean near the West Australian town of Broome, about 1,650 km (1,025 miles) northeast of Perth.

The dogs appear to be herding several sharks toward shore, when one suddenly ducks under the water and attacks a shark.

"The dog is biting the shark," said Russell Hood-Penn in the voice-over as he video-taped the incident. "That is unbelievable. I've seen it all now."

Hood-Penn placed the footage on video-sharing website YouTube (http://www.youtube.com/watch?v=6HyIZh5BQZY), where it has been viewed more than 27 million times.

When the camera pans out, a dead dugong (a large marine mammal similar to a manatee) can be seen beached on the shore and Hood-Penn speculates that is the reason the sharks are circling so close to shore.

At the end of the video the dog emerges from the ocean and shakes the water from its fur. There was no word on the fate of the shark.

AIDS: New evidence backs circumcision campaign (AFP)

ROME (AFP) ? A campaign to encourage African men to get circumcised to prevent infection by HIV gained a powerful boost Wednesday by three new studies unveiled at the world AIDS forum in Rome.

New cases of HIV among men fell by an astonishing 76 percent after a circumcision programme was launched in a South African township, researchers reported.

Had no circumcisions been carried out, the tally of new infections among the overall population, men and women combined, would have been 58 percent higher.

"This study is a fantastic result for a simple intervention which costs 40 euros (56 dollars), takes 20 minutes and has to be done only once in a lifetime," said David Lewis, of the Society for Family Health in Johannesburg and the University of the Witwatersrand, South Africa.

In 2006, trials in Kenya, Uganda and South Africa found foreskin removal more than halved men's risk of infection by the human immunodeficiency virus (HIV).

Longer-term analysis found the benefit to be even greater than thought, with a risk reduction of around 60 percent.

After pondering risks and benefits, health watchdogs set in motion circumcision campaigns in 13 sub-Saharan countries that have been badly hit by the AIDS virus.

Advocates call it "surgical vaccine", describing it as a cheap yet effective form of prevention.

Sub-Saharan Africa is home to two-thirds of the 33 million people living with HIV. As of mid-2010, around 175,000 circumcisions had been carried out in the 13 countries considered priorities, according to UNAIDS.

The new study was conducted between 2007 and 2010 in Orange Farm, a township of 110,000 adults, where more than 20,000 circumcisons had been performed, especially in the 15-24 age group which is most sexually active.

Two other studies released in Rome added to the good news about circumcision:

-- Circumcised men say they experience greater sexual pleasure after surgery, a finding that should help overcome unease about the operation.

Investigators at the University of Makerere interviewed 316 men, average age 22, who had been circumcised between February and September 2009.

A year after the operation, 220 of the volunteers said they were sexually active, of whom a quarter said they used condoms.

A total of 87.7 percent said they found it easier to reach an orgasm after being circumcised, and 92.3 percent said they experienced more sexual pleasure.

-- Newly-circumcised men are just as likely as uncircumcised men to practice safe sex, according to interviews conducted among 2,207 men in western Kenya, six months after they had had the operation.

This helps ease concerns that circumcised men are tempted to abandon condom use in the belief they are completely shielded from HIV.

France's 2008 Nobel laureate Francoise Barre-Sinoussi, who in 1983 co-identified HIV as the source of AIDS, said over-confidence in circumcision was a major anxiety.

"Nothing provides 100-percent protection, not even a vaccine," she told AFP. "Let's stop thinking that one preventative tool is enough. Circumcision has to be part of a combined approach."

The theory behind the benefits of circumcision is that the inner foreskin is an easy entry point for HIV. It is rich in so-called Langerhans cells, tissue that the AIDS virus easily latches on to and penetrates.

On the downside, male circumcision does not reduce the risk for women who have intercourse with an HIV-infected man, and the protective benefit does not seem to apply to homosexual intercourse.

There is an indirect advantage, though. The fewer men who are infected with HIV, the smaller the risk of infection for others.

"Science is proving that we are at the tipping point of the epidemic," said Michel Sidibe, executive director of UNAIDS.

Scaling up voluntary circumcision to young men in places with HIV prevalence will help reach the UN's 2015 goal of halving sexual transmission of the disease, he said.

Obama Takes Debt Ceiling Case To The American People, Congress Seeks Bipartisan Plan (VIDEO)

WASHINGTON -- Racing the debt clock, Congress is working on dual tracks while President Barack Obama appeals to the public in hopes of influencing a deal that talks have failed to produce so far.

"We have to ask everyone to play their part because we are all part of the same country," Obama said Saturday, pushing a combination of spending cuts and tax increases that has met stiff resistance from Republicans. "We are all in this together."

In his weekly radio and Internet address, Obama said the wealthiest must "pay their fair share." He invoked budget deals negotiated by GOP President Ronald Reagan and Democratic House Speaker Tip O'Neill, and Democratic President Bill Clinton and Republican Speaker Newt Gingrich.

"You sent us to Washington to do the tough things, the right things," he said. "Not just for some of us, but for all of us."

As a critical Aug. 2 deadline approached, the chances that Obama would get $4 trillion or even $2 trillion in deficit reduction on terms he preferred were quickly fading as Congress moved to take control of the debate. At a news conference Friday, Obama opened the door to a smaller package of deficit reductions without revenue increases.

Obama's communications director, Dan Pfeiffer, said the president, Vice President Joe Biden and White House aides were discussing "various options" on Saturday with congressional leaders and House and Senate aides from both parties.

The White House held out the possibility of arranging a meeting with the leaders on Sunday.

House Republicans prepared to vote this coming week on allowing an increase in the government's borrowing limit through 2012 as long as Congress approved a balanced-budget constitutional amendment, which is highly unlikely.

In the Senate, the Republican and Democratic leaders worked on a bipartisan plan that would allow Obama to raise the debt limit without a prior vote by lawmakers. The talks focused on how to address long-term deficit reduction in the proposal in hopes of satisfying House Republicans.

A weekend deadline that the president gave congressional leaders to choose one of three deficit reduction options became a moot point after House and Senate leaders made it clear to the White House on Friday that they were moving ahead with their own plans.

In the Republicans' address Saturday, Sen. Orrin Hatch of Utah argued for passage of a balanced-budget amendment. He blamed Democrats for failing to embrace adequate budget cuts and said "the solution to a spending crisis is not tax increases."

An amendment that requires a balanced budget, he said, "would put us on a path to fiscal health and would prevent this White House or any future White House from forcing more debt on the American people."

The government said Friday it was using its last stopgap measure to avoid exceeding the current $14.3 trillion debt limit. Administration officials, economists and the financial markets have warned that missing the Aug. 2 deadline and precipitating a government default would send convulsions through an already weakened economy.

Obama had held five straight days of meeting with congressional leaders at the White House, but none of the three options he proposed ? deficit cuts of $4 trillion, $2 trillion or $1.5 trillion over 10 years ? were unlocking enough support to increase the debt ceiling by the $2.4 trillion Obama wants to make it last beyond the 2012 elections.

Essentially declaring those discussions over, Senate Republican leader Mitch McConnell said Friday: ""Now the debate will move from a room in the White House to the House and Senate floors."

In search of a deal, Obama has used a combination of private meetings with congressional leaders and high visibility press conferences, radio addresses and public statements in an effort to win the public to his side. His pitch is also aimed at independent voters, to whom he is presenting himself as a willing compromiser.

In a White House video distributed Saturday by Obama senior adviser David Plouffe to supporters, Obama is shown praising the virtue of compromise to a group Democratic, Republican an independent students. He noted that President Abraham Lincoln's Emancipation Proclamation permitted slavery in border states loyal to the Union, in an attempt to hold the nation together.

"Here you've got a wartime president whose making a compromise around probably the greatest moral issue that the country ever faced because he understood that `right now my job is to win the war and to maintain the union,'" Obama said.

"Can you imagine how the (liberal news outlet) Huffington Post would have reported on that? It would have been blistering. Think about it, `Lincoln sells out slaves.'"

He told the students: "The nature of our democracy and the nature of our politics is to marry principle to a political process that means you don't get 100 percent of what you want."
