MANCHESTER, England (AP) -Manchester City scored two goals in each half to cruise to a 4-0 win over Newcastle in the Premier League on Saturday and maintain its slim hopes of catching rival Manchester United for the title.

Carlos Tevez and David Silva both netted late in the first half to put City firmly in control and Vincent Kompany marked his return from an eight-game absence by netting the third in the 56th.

James Perch's own goal in the 69th capped the scoring for a dominant City, which strengthened its grip on second place but remained 15 points behind United with eight games to play.

Tevez slid in to turn Gael Clichy's cross at the far post in the 41st minute for his seventh goal in six games and 17th overall this season. Newcastle never had a chance to recover, as Clichy and Edin Dzeko both forced saves from Rob Elliott over the next few minutes before Yaya Toure and Samir Nasri combined to set Silva up for the second.

Kompany then scored his first goal for City in nearly a year, flicking home Gareth Barry's off-target shot to put the result beyond doubt. Kompany missed the previouse eight games with a calf injury, but played for Belgium during the international break.

The fourth came after Toure strode through Newcastle's defense and beat Elliot at his near post with a shot that deflected off Perch.

City will face United in a Manchester derby at Old Trafford next weekend, when it can further delay its rivals title celebrations.

District attorney, wife shot to death in Texas county where assistant DA was killed, police say

NBC's Gabe Gutierrez reports from Kaufman County, Texas, where residents are on edge after a district attorney and his wife were found dead in their home.

Kaufman County District Attorney Mike McLelland and his wife Cynthia were found shot to death inside their Forney home Saturday, nearly two months to the day after his top assistant was gunned down on his way to work earlier this year.

Kaufman County Sheriff's Department investigators confirmed the deaths to NBC 5 Saturday evening, but officials have had little else to say about the investigation since. Sources close to the investigation told NBC 5 Saturday evening that McLelland and his wife were found at about 4 p.m. that day by a concerned relative or friend who had gone to the house after being unable to reach the couple. Other sources told NBC 5 that the McLelland's front door had been forced open and that gunshots had been fired and that an assault rifle was used in the murders.

On Sunday afternoon, Kaufman County Sheriff David Byrnes spoke with the media, but offered little on the investigation thus far and wouldn't confirm details released by sources. Byrnes also wouldn't speculate on whether the murders are connected to the Jan. 31 slaying of Assistant District Attorney Mark Hasse saying, "there is nothing to indicate that, for sure."

While there remains no immediate, confirmed link between Saturday's murders and Hasse's murder, the similarities between the cases prompted county officials to conduct welfare checks on all employees in the district attorney's office Saturday. All were OK, though one former Kaufman County prosecutor was "in hiding" Saturday evening and said others were as well.

Meanwhile, as a connection between the Hasse and McLelland murders is explored, investigators continue to search for possible connections between Hasse's murder, the slaying of Colorado prison official Tom Clements and the shooting of Montague County Sheriff's Deputy James Boyd that sparked a wild car chase that ended with the fatal shooting of Evan Ebel last week in Wise County.

Byrnes also refused to comment on whether security measures have been put in place for the staff of the district attorney's office other than to say they are taking precautions. Byrnes did say that there would be an increased and visible security presence at the Kaufman County Courthouse on Monday.

"It's unnerving to the law enforcement community and the community at large.? That's why we're striving to assure the community that we are still providing public safety and will be able to do that," Byrnes said, about the McLelland murders.

McLelland Vowed to Catch Hasse's Killer

While police officers are frequently the target of violence while trying to apprehend criminals, attacks on prosecutors are extremely rare, though not unheard of.? McLelland said as much in January when speaking about his slain friend when he said Hasse was aware of the dangers associated with being a prosecutor.

At the time, he described Hasse as a really, really good man that was an excellent friend and a spectacular prosecutor who wouldn't be easily replaced. He also vowed to catch Hasse's killers saying, "I hope that the people that did this are watching. Because we're very confident that we're going to find you, pull you out of whatever hole you're in, bring you back and let the people of Kaufman County prosecute you to the fullest extent of the law."

FBI agents and Texas Rangers, who were still investigating the unsolved slaying of Hasse, are now leading the investigation into Saturday's murders, according to a federal law enforcement source.

McLelland and his wife, Cynthia Woodward McLelland, have five children including two daughters and three sons.? One of the sons is a Dallas police officer.

E. coli outbreak sickens 24 in U.S.: CDC

WASHINGTON (Reuters) - A U.S. outbreak of E. coli has sickened 24 people, with Farm Rich frozen food suspected as a likely source of the infection, the Centers for Disease Control and Prevention said on Friday.

The outbreak strain of Shiga toxin-producing escherichia coli O121, or STEC O121, has been reported in 15 states, the CDC said in a statement.

New York state health officials found the strain in an open package of Farm Rich brand frozen chicken quesadillas from an ill person's home, the CDC said.

Rich Products Corp. of Buffalo, New York, recalled about 196,222 pounds (89,000 kg) of its Farm Rich brand frozen chicken quesadillas and several other frozen mini meals and snack items on Thursday because they might be contaminated, the CDC said.

The Department of Agriculture and the Food and Drug Administration are also investigating to find the source of infections, the CDC said.

Pa. couple deny mistreatment of Russian teen

(AP) ? A couple from the Philadelphia area say they are shocked and hurt by accusations of mistreatment by an adopted son who left and went back to Russia.

Alexander Abnosov, 18, who was renamed Joshua Salotti when he and another youth were adopted five years ago, told Russian state-controlled media that his adoptive family treated him badly and that he lived on the streets of Philadelphia and stole just to survive.

Russia's Channel 1 and Rossiya television reported this week that Abnosov had returned to the Volga river city of Cheboksary, where his 72-year-old grandmother lives. He complained to Rossiya that he fled home because of conflicts with his adoptive mother, who was "nagging at small things," and said he stayed on the streets for about three months.

"My reaction to that, it's very hurtful because we poured our lives into these boys," Abnosov's adoptive father, an emotional Steve Salotti, told a Philadelphia TV station.

He and Jackie Salotti of suburban Collegeville told WPVI-TV that they adopted the two 13-year-old boys in 2008 after raising three children of their own, and tried to raise them as typical American children, with fishing trips, barbecues, pets and Christmas presents.

All went well, they said, until Josh turned 18 and went on a trip back to Russia, where he was introduced to drugs and alcohol. They said they noticed a change in his behavior and established house rules including no drugs or alcohol, drug testing, no disrespectful talk to them or to teachers, counseling and a curfew.

Their other adopted son agreed to abide by the rules, the couple said, but Josh eventually left and went back to Russia, where he made public accusations of mistreatment.

"With the press pounding on the door and Russia putting these programs on the television, I just couldn't believe what I was hearing," Steve Salotti said.

The couple hired a lawyer to help them handle what is expected to become an international political firestorm between the U.S. and Russia.

Family attorney Charles Mandracchia said it was "outrageous" that his clients were "being made out as villains."

"Why the Russian government or the American government would allow this to happen is beyond me," he said.

The Kremlin has stoked anger in recent months over the treatment of Russian children adopted by Americans in order to justify its controversial ban on U.S. adoptions. The ban came in retaliation for a new U.S. law targeting alleged Russian human-rights violators.

"Russia's going to do what Russia's going to do," Jackie Salotti told the TV station.

But while the couple said they are angry and saddened by the rift between the two countries, "it doesn't change the fact that we're concerned about our son and what's happening to him in this," Steve Salotti said.

An international team of physicists has proposed a revolutionary laser system, inspired by the telecommunications technology, to produce the next generation of particle accelerators, such as the Large Hadron Collider (LHC).

The International Coherent Amplification Network (ICAN) sets out a new laser system composed of massive arrays of thousands of fibre lasers, for both fundamental research at laboratories such as CERN and more applied tasks such as proton therapy and nuclear transmutation.

The results of this study are published today in Nature Photonics.

Lasers can provide, in a very short time measured in femtoseconds, bursts of energy of great power counted in petawatts or a thousand times the power of all the power plants in the world.

Compact accelerators are also of great societal importance for applied tasks in medicine, such as a unique way to democratise proton therapy for cancer treatment, or the environment where it offers the prospect to reduce the lifetime of dangerous nuclear waste by, in some cases, from 100 thousand years to tens of years or even less.

However, there are two major hurdles that prevent the high-intensity laser from becoming a viable and widely used technology in the future. First, a high-intensity laser often only operates at a rate of one laser pulse per second, when for practical applications it would need to operate tens of thousands of times per second. The second is ultra-intense lasers are notorious for being very inefficient, producing output powers that are a fraction of a percent of the input power. As practical applications would require output powers in the range of tens of kilowatts to megawatts, it is economically not feasible to produce this power with such a poor efficiency.

To bridge this technology divide, the ICAN consortium, an EU-funded project initiated and coordinated by the ?cole polytechnique and composed of the University of Southampton's Optoelectronics Research Centre, Jena and CERN, as well as 12 other prestigious laboratories around the world, aims to harness the efficiency, controllability, and high average power capability of fibre lasers to produce high energy, high repetition rate pulse sources.

The aim is to replace the conventional single monolithic rod amplifier that typically equips lasers with a network of fibre amplifiers and telecommunication components.

G?rard Mourou of ?cole polytechnique who leads the consortium says: "One important application demonstrated today has been the possibility to accelerate particles to high energy over very short distances measured in centimetres rather than kilometres as it is the case today with conventional technology. This feature is of paramount importance when we know that today high energy physics is limited by the prohibitive size of accelerators, of the size of tens of kilometres, and cost billions of euros. Reducing the size and cost by a large amount is of critical importance for the future of high energy physics."

Dr Bill Brocklesby from the ORC adds: "A typical CAN laser for high-energy physics may use thousands of fibres, each carrying a small amount of laser energy. It offers the advantage of relying on well tested telecommunication elements, such as fibre lasers and other components. The fibre laser offers an excellent efficiency due to laser diode pumping. It also provides a much larger surface cooling area and therefore makes possible high repetition rate operation.

"The most stringent difficulty is to phase the lasers within a fraction of a wavelength. This difficulty seemed insurmountable but a major roadblock has in fact been solved: preliminary proof of concept suggests that thousands of fibres can be controlled to provide a laser output powerful enough to accelerate electrons to energies of several GeV at 10 kHz repetition rate - an improvement of at least ten thousand times over today's state of the art lasers."

Such a combined fibre-laser system should provide the necessary power and efficiency that could make economical the production of a large flux of relativistic protons over millimetre lengths as opposed to a few hundred metres.

One important societal application of such a source is to transmute the waste products of nuclear reactors, which at present have half-lives of hundreds of thousands of years, into materials with much shorter lives, on the scale of tens of years, thus transforming dramatically the problem of nuclear waste management.

CAN technology could also find important applications in areas of medicine, such as proton therapy, where reliability and robustness of fibre technology could be decisive features.

This isn't quite the BlackBerry earnings story you're waiting for -- after all, the US figures covering the success (or otherwise) of the Z10 won't arrive until the next quarter. Instead, we're looking at the company's results from the end of the fiscal year to March 2nd, which shows that the smartphone maker made $94 million in GAAP income on revenues of $2.7 billion -- in contrast with the $125 million net loss it made in the same quarter last year. More importantly, however, it shipped out almost one million BlackBerry 10 devices during the three weeks of the quarter that they were available. In addition, it managed to push five million of its older smartphones and 370,000 PlayBook tablets out of the door, but saw user numbers fall from 79 million last quarter to 76 million now.

As revenue has remained relatively flat, the surge in profits can only be attributed to Thorstein Heins' aggressive cost-cutting measures, with the CEO remarking that the "numerous changes" he has implemented at the company have "resulted in [BlackBerry] returning to profitability." At the same time, Mike Lazaridis has announced that he'll retire from his position as vice-chair and director of the outfit he founded the better part of three decades ago. He'll exit the business on May 1st so that he can concentrate on his new enterprise, Quantum Valley Investments.

Update: During the conference call, Thorsten Heins has revealed that around two-thirds or three-quarters of the one million BB10 devices shipped have been sold.

Toddler Mauled by 7 Dogs Dies in Georgia | WebProNews

Family pets are,on the internet at least, normally shown as protective of their family, especially babies and children. One family in Georgia, however, learned that some pets don?t make friends with toddlers.

Local Savannah, Georgia news station WTOC is reporting that a 21-month-old girl was killed when seven dogs attacked her outside her home in Ellabell, Georgia. The seven dogs were all pit bulls or pit bull-mixed, and have now been put down.

The girl, Monica Laminack, reportedly crawled outside through a doggie door while her 12-year-old brother was supposed to be watching her. In total, there were a reported five people in the house at the time of the mauling. The family owned a total of nine dogs. A beagle and Irish setter were not involved in the attack, and were not put down.

Bryan County Sheriff Clyde Smith told WTOC that the girl was found with multiple bites on her body and had apparently been dragged throughout the yard sometime during the hour-and-a-half after she crawled outside. Smith related that the girl?s body was cold when first responders arrived, indicating that she had been dead for some time. The sheriff indicated that he expects charges related to the death to be filed.

Kerry heads home after Iraq, Afghanistan visits

PARIS (AP) ? U.S. Secretary of State John Kerry headed for home Wednesday after making clandestine journeys to Iraq and Afghanistan, where he delivered a stern warning to Iraqi leaders about Syria and sought to patch up differences with Afghanistan's president.

Kerry was flying back to Washington from Paris, having piggy-backed off President Barack Obama's trip to the Middle East to make unannounced stops in Baghdad and Kabul, as well as following up on Obama's discussions with Israeli and Palestinian leaders.

In Iraq, he told Prime Minister Nouri al-Maliki that shipments of Iranian weapons and fighters through Iraqi territory must stop. In Afghanistan, he put on a show of unity with President Hamid Karzai, whose recent anti-American comments had angered U.S. officials.

Kerry's first foray as secretary of state into the war zones were shrouded in secrecy for security reasons.

Using Jordan ? the last stop on Obama's tour ? as a base, Kerry flew surreptitiously to Baghdad aboard a military transport plane Sunday for meetings with al-Maliki and other Iraq officials just four days after the 10th anniversary of the U.S.-led invasion that toppled dictator Saddam Hussein.

A key message, officials said, was to warn Iraq that unless it cracks down on Iranian planes and trucks using Iraqi territory to supply Syrian President Bashar Assad's regime with arms, it will not have a voice in ongoing preparations for a post-Assad Syria. He also urged the Iraqis to overcome deep sectarian differences that have fueled consistent instability since the departure of U.S. troops in late 2011, and to hold inclusive, transparent local elections next month.

After returning to Jordan, where he had dinner with Pakistan's army chief Gen. Ashfaq Parvez Kayani, Kerry flew to Afghanistan on Monday for talks with Karzai amid fears the Afghan leader might be jeopardizing progress in the war against extremism with anti-American rhetoric.

While Kerry was there, the Taliban claimed responsibility for eight suicide bombers attacking a police headquarters in the eastern city of Jalalabad, killing five officers and wounding four.

Karzai infuriated U.S. officials earlier this month by accusing Washington of colluding with Taliban insurgents to keep Afghanistan weak even as the Obama administration pressed ahead with plans to hand off security responsibility to Afghan forces and end NATO's combat mission by the end of next year.

But after their talks, which coincided with the U.S. military ceding control of its last detention facility in Afghanistan, Kerry brushed aside concerns about Karzai's comments.

"We're on the same page," Kerry told reporters. "I don't think there is any disagreement between us and I am very, very comfortable with the president's explanation."

Karzai said he had been trying to make the point that if the Taliban really wanted foreign troops out of Afghanistan they should stop killing people.

Speaking to staffers at the embassy in Kabul before he left Tuesday, Kerry joked about the rapprochement, noting that the weather before his arrival had been cold and rainy. "President Karzai and I stood up and it was like the sun had been shining forever between us," he said to laughter. "It was wonderful."

Kerry then flew to Paris, where he met French Foreign Minister Laurent Fabius to discuss the crisis in Syria and also promoted a new trans-Atlantic trade agreement that the Obama administration is pushing.

Map shows projected change in medical claim costs by

(AP) ? A new study finds that insurance companies will have to pay out an average of 32 percent more for medical claims under President Barack Obama's health care overhaul.

What does that mean for you?

It could increase premiums for at least some Americans.

If you are uninsured, or you buy your policy directly from an insurance company, you should pay attention.

But if you have an employer plan, like most workers and their families, odds are you don't have much to worry about.

The estimates from the Society of Actuaries could turn into a political headache for the Obama administration at a time when much of the country remains skeptical of the Affordable Care Act.

The administration is questioning the study, saying it doesn't give a full picture ? and costs will go down.

Actuaries are financial risk professionals who conduct long-range cost estimates for pension plans, insurance companies and government programs.

The study says claims costs will go up largely because sicker people will join the insurance pool. That's because the law forbids insurers from turning down those with pre-existing medical problems, effective Jan. 1. Everyone gets sick sooner or later, but sicker people also use more health care services.

"Claims cost is the most important driver of health care premiums," said Kristi Bohn, an actuary who worked on the study. Spending on sicker people and other high-cost groups will overwhelm an influx of younger, healthier people into the program, said the report.

The Obama administration challenged the design of the study, saying it focused only on one piece of the puzzle and ignored cost relief strategies in the law, such as tax credits to help people afford premiums and special payments to insurers who attract an outsize share of the sick.

The study also doesn't take into account the potential price-cutting effect of competition in new state insurance markets that will go live Oct. 1, administration officials said.

At a White House briefing Tuesday, Health and Human Services Secretary Kathleen Sebelius said some of what passes for health insurance today is so skimpy it can't be compared to the comprehensive coverage available under the law. "Some of these folks have very high catastrophic plans that don't pay for anything unless you get hit by a bus," she said. "They're really mortgage protection, not health insurance."

Sebelius said the picture on premiums won't start coming into focus until insurers submit their bids. Those results may not be publicly known until late summer.

Another striking finding of the report was a wide disparity in cost impact among the states.

While some states will see medical claims costs per person decline, the report concluded that the overwhelming majority will see double-digit increases in their individual health insurance markets, where people purchase coverage directly from insurers.

The differences are big. By 2017, the estimated increase would be 62 percent for California, about 80 percent for Ohio, more than 20 percent for Florida and 67 percent for Maryland. Much of the reason for the higher claims costs is that sicker people are expected to join the pool, the report said.

Part of the reason for the wide disparities is that states have different populations and insurance rules. In the relatively small number of states where insurers were already restricted from charging higher rates to older, sicker people, the cost impact is less.

The report did not make similar estimates for employer plans that most workers and families rely on. That's because the primary impact of Obama's law is on people who don't have coverage through their jobs.

A prominent national expert, recently retired Medicare chief actuary Rick Foster, said the report does "a credible job" of estimating potential enrollment and costs under the law, "without trying to tilt the answers in any particular direction."

"Having said that," Foster added, "actuaries tend to be financially conservative, so the various assumptions might be more inclined to consider what might go wrong than to anticipate that everything will work beautifully." Actuaries use statistics and economic theory to make long-range cost projections for insurance and pension programs sponsored by businesses and government. The society is headquartered near Chicago.

Bohn, the actuary who worked on the study, acknowledged it did not attempt to estimate the effect of subsidies, insurer competition and other factors that could offset cost increases. She said the goal was to look at the underlying cost of medical care.

"We don't see ourselves as a political organization," Bohn added. "We are trying to figure out what the situation at hand is."

On the plus side, the report found the law will cover more than 32 million currently uninsured Americans when fully phased in. And some states ? including New York and Massachusetts ? will see double-digit declines in costs for claims in the individual market.

Uncertainty over costs has been a major issue since the law passed three years ago, and remains so just months before a big push to cover the uninsured gets rolling Oct. 1. Middle-class households will be able to purchase subsidized private insurance in new marketplaces, while low-income people will be steered to Medicaid and other safety net programs. States are free to accept or reject a Medicaid expansion also offered under the law.

Smartphone users check Facebook 14 times a day, study says

People with smartphones check their Facebook pages an average of 14 times each day. They scroll through news feeds while running errands, comment on friends' posts while shopping or at the gym, post a photo of their food plate before dinner. This adds up to an average of about 32 minutes of Facebook time on their phone ... every day.

These details come from a new study, sponsored by Facebook and conducted by data crunchers at the analytics firm IDC. The company surveyed Android and iOS users in the U.S., and 7,446 men and women between the ages of 18 and 44 shared details about their daily Facebook and smartphone habits.

On average, this group spent about two and a half hours every day on their smartphones. The most frequently used application on a smartphone? Email, followed by Facebook.

Almost half the group ? 44 percent ? used their phones as an alarm clock (I know I do), and 79 percent checked their phones within the first 15 minutes of waking up (guilty, once again).

When was the last time your phone wasn't next to you or in the same room? 25 percent of the survey group couldn't remember the last time that happened. And 79 percent of the group admitted their phones were out of reach for just two hours every day.

As you might imagine, social phone time in general doubled on weekends, when folks texted their friends and significant others, and called or emailed their parents and kids.

Seventy percent of their study group accessed Facebook from their phones ? to catch up on news feed updates, mostly ? and 61 percent used it daily. On average, Facebook took up a quarter of social time on people's phones, the rest used up mostly by calling and texting.

(AP) ? Banks in Cyprus reopened to customers for the first time in nearly two weeks Thursday, albeit with strict restrictions on transactions, after being closed to prevent people withdrawing all their savings during the country's acute financial crisis.

Large lines had formed outside the banks ahead of the opening of banks for six hours from noon. Systems were frozen ahead of the start of business, and guards from a private security firm reinforced police outside some ATMs and banks in the capital, Nicosia.

Branches of the country's troubled second-largest lender, Laiki, didn't open on time due to a delay in the bank's computer system. Laiki spokesman Costas Archimandrites said there had been an initial issue with the bank's system but that 80 percent of branches had opened after about half an hour.

At one branch in central Nicosia which was still shut nearly an hour later, an employee emerged from the bank and pleaded for patience with the line of about 50 people. Most waited calmly, although some began to complain about being made to wait.

Banks in Cyprus have been shut since March 16 to prevent people draining their accounts as politicians scrambled to come up with a plan to raise enough funds for Cyprus to qualify for 10 billion euros ($12.9 billion) in bailout loans for its stricken banking sector. An initial plan that would have seized up to 10 percent of people's bank deposits was soundly rejected in Parliament, leaving politicians struggling to come up with an alternative.

The deal was finally reached in Brussels early Monday, and imposes severe losses on deposits of over 100,000 euros in the country's two largest banks, Laiki and Bank of Cyprus. Laiki will be broken up, with its good assets being absorbed by Bank of Cyprus. The exact amounts of the losses have not yet been officially announced.

Although the banks have opened, customers are severely limited in what transactions they can carry out. Capital controls, imposed to prevent worried savers and businesses rushing to withdraw all their money, include limiting cash withdrawals to 300 euros ($383) per day per person and limiting payments abroad to 5,000 euros.

No checks can be cashed, although they can be paid in, and people leaving the country can only take up to 1,000 euros, or the equivalent in foreign currency, with them in cash.

The restrictions will be reviewed daily and are initially in place until next Wednesday, the decision published by the Finance Ministry states.

In Nicosia, one 70 year-old pensioner who only gave his name as Ioannis arrived at the bank some two hours ahead of the scheduled opening time.

"I had to come this early, I came from my village 20 kilometers away, what do they want me to do, keep coming and going?" he said.

Myanmar general lauds army's democratic role as troops patrol

YANGON (Reuters) - Myanmar's military will retain its key role in the country's fledgling democracy, the armed forces chief said on Wednesday at an annual parade attended for the first time by democracy icon Aung San Suu Kyi.

Senior General Min Aung Hlaing spoke as his soldiers enforced an uneasy peace in central Myanmar, where martial law was declared in four townships last week to quell anti-Muslim riots that officially killed 40 people.

The unrest between Buddhists and Muslims is spreading, posing the biggest challenge yet to a reformist government that took office in 2011 after nearly half a century of military rule.

Min Aung Hlaing said the military would continue to play a "leading political role" in accordance with Myanmar's constitution, which was drafted by the former junta and reserves a quarter of parliamentary seats for military officers.

Early on Wednesday a mob in Nattalin, about 130 miles northwest of the commercial capital, Yangon, tried to destroy three houses and a mosque but were stopped by soldiers, a local government official told Reuters.

"So far as I know, nobody was injured and nothing burnt down," he said. Dusk-to-dawn curfews are now in place in Nattalin and five nearby townships.

President Thein Sein has won praise for freeing jailed dissidents, relaxing media censorship and trying to fix Myanmar's dysfunctional economy.

But his government has also been criticized for failing to stem last year's violence in Rakhine State in western Myanmar, where officials say 110 people were killed and 120,000 were left homeless, most of them Rohingya Muslims.

In his speech at the Armed Forces Day parade in the capital, Naypyitaw, Min Aung Hlaing expressed the military's loyalty to Thein Sein, himself a former general, before watching a procession of troops and military hardware, including truck-borne missiles.

The military was helping to build "an eternally peaceful and developing nation", he said.

Human rights groups have long accused Myanmar's military of war crimes and crimes against humanity in its campaigns against armed rebels from ethnic groups such as the Kachin and Shan.

"All our members are being trained in the provisions of the Geneva Convention so our Tatmadaw do not commit any war crimes," said Min Aung Hlaing, referring to the military by a Burmese word meaning "Royal Force". "There is no such thing as genocide in the history of our Tatmadaw."

HOUSE ARREST

Among the guests was Suu Kyi, who spent a total of 15 years in prison or under house arrest under the former junta. She is the daughter of independence hero General Aung San, who founded the modern Myanmar army.

Suu Kyi upset some supporters in January by expressing her "fondness" for the military, which still refuses to acknowledge its well-documented human rights abuses.

In a statement on Wednesday, her National League for Democracy party called on the armed forces "to take part in working for the rule of law, the emergence of peace and amending the constitution".

Anti-Muslim unrest promises to further expand the military's role, however. Myanmar is a predominantly Buddhist country, but about 5 percent of its 60 million people are Muslims. There are large communities in Yangon, Mandalay and towns across Myanmar's heartland, which is dominated by the majority Burmans, who are Buddhists.

Yangon remains tense, with the U.S. Embassy on Tuesday advising its citizens to avoid the downtown Mingalar Market area after a fight there led to a heavy police presence.

Myanmar's government "would not hesitate to push the army in" to prevent further unrest, Vijay Nambiar, U.N. Special Adviser to the Secretary-General on Myanmar, has told Reuters.

Communal tension, stifled under military rule, exploded to the surface last June, after 10 Muslims were beaten to death by a Buddhist mob in Taungop town in Rakhine State.

Human Rights Watch said on Wednesday the Muslims displaced in Rakhine State had effectively been segregated, living in squalid camps that security forces stopped them leaving. The government was restricting aid, it added, warning of a humanitarian crisis when the rainy season comes in May.

To get started, you need to have the free Rockmelt app on your iPhone or iPad. Make sure you are logged into your account, and then proceed with the following steps.

Oil nearly unchanged after Cyprus rescue bailout

BANGKOK (AP) ? The price of oil was steady Tuesday as a financial rescue package to keep Cyprus from bankruptcy came under renewed scrutiny.

Benchmark crude for May delivery was down 1 cent to $94.80 per barrel at midday Bangkok time in electronic trading on the New York Mercantile Exchange. The contract rose $1.10 to finish at $94.81 a barrel on the Nymex on Monday. That was the highest New York closing since Feb. 20.

Cyprus secured 10 billion euros ($13 billion) of rescue loans early Monday, just hours before a deadline set by the European Central Bank. Under the deal, the country agreed to slash its oversized banking sector and inflict hefty losses on large depositors in troubled banks.

The deal was initially applauded, but later sparked worry and stock market losses across Europe after Dutch finance minister Jeroen Dijsselbloem said inflicting losses on the banks' shareholders, bondholders and large depositors should become Europe's default approach for dealing with ailing lenders.

Matt Basi of CMC Markets said in an email commentary that the drama surrounding Cyprus "has knocked the confidence of many deposit holders across Europe that policy makers will struggle to win back."

Brent crude, used to price many kinds of oil imported by U.S. refineries, fell 4 cents to $108.13 a barrel on the ICE Futures exchange in London.

In other energy futures trading on the Nymex:

? Wholesale gasoline rose 0.1 cent to $3.055 a gallon.

? Heating oil fell 0.1 cent to $2.983 a gallon.

? Natural gas rose 2.6 cents to $3.891 per 1,000 cubic feet.

The Senate's Punchy, All-Night Budget Vote-A-Rama

The Senate?s vote-a-rama began shortly before 4 p.m., as former pre-school teacher Patty Murray warned her senatorial pupils about wandering off the floor.

?You leave at your own peril,? she said, the chairman of the Senate Budget Committee and master of these ceremonies.

Plenty wandered off anyway. The marathon voting session came, after all, on the eve of a two-week congressional recess and in the midst of the second night of March Madness basketball.

Even Sen. Mitch McConnell, the GOP leader who has mercilessly chastised Democrats for failing to put a budget on the floor for four years, admitted to splitting his attention between the floor proceedings and his home-state Western Kentucky Hilltoppers. ?Sen. McConnell cheering on #WKU from the U.S. Capitol tonight in between #budget votes. #GoTopps!? his office tweeted during the game. (They lost 57-64 to No. 1-ranked Kansas.)

Senators? shoulders slumped, tempers flared and Harry Potter even made a cameo in the congressional record as the voting dragged into the early Saturday hours.

As each roll call vote was taken, senators streamed from the sanctuary of their separate cloakrooms to cast votes for nonbinding budget amendments that ranged from the Keystone pipeline (backed by 62 senators, including 17 Democrats) to a carbon tax (overwhelmingly defeated) to instituting stricter sales tax collections on Internet purchases (it, too, passed).

By 6:30 in the evening, the second floor of the Capitol smelled of barbeque. A buffet was dished out in McConnell?s office, as Republican senators traipsed back and forth from the floor holding paper plates piled high with meat, cornbread, baked beans and salad.

For a while, Sen. Elizabeth Warren, D-Mass., decamped to a quiet hallway off the floor, whipping out her laptop to catch up on work. She was sure to return to the floor as the Senate took up a measure to express the chamber?s displeasure with federal subsidies for ?too big to fail? banks. There was no opposition but members wanted a recorded vote anyway.

It passed 99-0 and clapping erupted -- a big Senate no-no -- in the well of the chamber. Sen. Kirsten Gillibrand, D-N.Y., pointed blame at Sen. Claire McCaskill, D-Missouri. ?It was Schumer,? McCaskill pleaded innocently. (Both she and Schumer had clapped.)

Sen. Ron Wyden, D-Oregon, thumbed through an iPad on the floor during one of many recorded tallies, perhaps unaware that one of Senate Republicans? favorite talking points in recent months has been that the iPad didn?t exist the last time Senate Democrats passed a budget.

At least he wasn?t making any noise. The volume on the floor kept steadily growing as Murray asked the chair to restore order. Around 10 p.m., Murray declared, ?I know there is alot of March Madness going on but I?d like to keep calm on the floor.? The chamber quieted briefly before returning to the mood and noise level of a cocktail party, befitting the late Friday night hour.

Even the leaders of the Senate budget warring -- Republican Sen. Jeff Sessions of Alabama and Murray -- stood together and laughed, at times. Just weeks earlier, Sessions had accused Murray of insinuating that he disliked poor people during a budget ?hearing related to welfare and food stamps.

Gillibrand was spotted showing off Friday?s New York Times, which featured a front-page story about the growing clout of women in the Senate. She flipped and pointed her colleagues to the story?s jump page, which just so happened to feature a prominent color photo of her. Meanwhile, Sen. Orrin Hatch, R-Utah, sat in his chair, reading a hardcover book in his newish black-framed hipster glasses.

Around 11 p.m., Senate Majority Leader Harry Reid came to the floor to praise the evening?s progress. ?We?re doing fine,? he said. ?We?re not at carnival stage yet. Let?s proceed and try to reach this with a lot of dignity.?

None of these late-night votes had any chance of making it into law. Instead, this marathon session was all about setting policy precedents and scoring political points ahead of the 2014 mid-term elections, when the Republicans hope to take back the Senate.

Senators loosened further as the clock ticked past midnight. Sen. Tom Harkin, D-Iowa, rose to oppose an amendment that defunded, in some way, a part of the president?s health care law, likening the GOP effort to tossing ?Harry Potter?s invisibility cloak? over the legislation. The amendment, one of multiple attempts to chip away at the health care?law during the vote-a-rama, failed by a voice vote.

Good humor was in shorter-supply around 1:30 a.m., as Republicans continued to demand more votes. ?Reid pulled off his glasses and rubbed his eyes during one exchange between Murray and Sessions. Murray pleaded with Republicans to consider the Senate?s ?elderly? members.

The amendments continued unabated.

By 3 a.m., Reid and Murry demanded that senators, like unruly schoolchildren, stay seated in their desks to speed up the process.

Republicans obliged, happy to be having their say on the floor, no matter the time.

?I?m glad we?re voting,? Sen. Ted Cruz, R-Texas, had said a few hours earlier. ?It?s what the Senate should be doing every day.?
