Report: Germany wants EU convention to forge new treaty

BERLIN (Reuters) - German Chancellor Angela Merkel wants an EU 'convention' to draw up a new treaty for closer European political unification to help overcome the bloc's sovereign debt crisis, weekly Der Spiegel said on Sunday.

Germany, the European Union's biggest economy, has long argued for more national competences, including over budgets, to be transferred to European institutions but faces strong resistance from other member states.

Merkel hopes a summit of EU leaders in December can agree a concrete date for the start of the convention on a new treaty, Spiegel said.

The idea, which Spiegel said Merkel's European affairs adviser floated at meetings in Brussels, recalls the 100-plus strong convention of EU lawmakers set up in 2001 - inspired by the Philadelphia Convention that led to the adoption of the U.S. federal constitution - charged with the task of preparing a European constitution.

The charter that finally emerged was rejected by French and Dutch voters in 2005 and it became instead the basis of the EU's Lisbon Treaty which is still in force today.

Many member states, recalling the lengthy disputes and setbacks that preceded the Lisbon treaty's entry into force, are reluctant to embark on another prolonged process of institutional reform.

Some countries such as Ireland would have to hold a referendum on any new treaty and the process would increase pressure in Britain - where opposition to closer EU political union runs high - for a complete withdrawal from the EU.

However, Germany believes a much closer fiscal and political union - with EU oversight of national budgets - is needed to ensure that member states get their public finances fully in order and to restore stability to the euro currency.

Assange has been living in the embassy's cramped quarters for more than two months since fleeing there to avoid extradition to Sweden, where he is wanted for questioning over rape and sexual assault allegations.

The Latin American state's leader said on Saturday that Britain had withdrawn a threat to enter the embassy to arrest Assange, to whom Ecuador has granted asylum, and that he now considered the "unfortunate incident" was over.

President Rafael Correa was responding to a British assurance that it was not threatening the embassy and that Britain was committed to the Vienna Convention, which protects the inviolability of diplomatic premises.

"We remain committed to the process of dialogue we have entered into and we want that to resume with the government of Ecuador," a British Foreign Office spokeswoman said.

Britain provoked a furious reaction after telling Ecuador that an obscure British law allowed it, under extreme circumstances, to remove the embassy's diplomatic status, exposing Assange to immediate arrest by police.

Ecuador accused Britain of planning to storm the embassy and demanded it withdraw the threat.

Britain said it had not meant to threaten Ecuador, a plea that fell on deaf ears, prompting it to send Ecuador a formal communication on Thursday confirming that the embassy was safe.

The communication was copied to diplomats at a meeting of the Organization of American States (OAS) in Washington on Friday which discussed the spat.

A British diplomat attending the meeting invited Ecuador to resume "constructive discussions" on Assange, the Foreign Office said. "We believe that our two countries should be able to find a diplomatic solution," the unnamed diplomat added, according to a transcript issued by the Foreign Office.

Britain says it is determined to fulfil a legal obligation to send Assange to Sweden.

Correa responded to the British diplomatic approach by saying in a weekly media address on Saturday: "We consider this unfortunate incident over, after a grave diplomatic error by the British in which they said they would enter our embassy."

The OAS had condemned the British threat, and South American foreign ministers backed Correa's position that Britain's warning was unacceptable and could set a dangerous precedent.

Correa says he shares Assange's fears that if handed over to Sweden, he might be extradited to the United States to face charges over WikiLeaks' 2010 publication of secret US cables.

US and European government sources say the United States has issued no criminal charges against the WikiLeaks founder and has made no attempt to extradite him.

Yes, they did. But some of the Windows Phone faithful -- and even some of the doubters -- are speculating today's decision could lead Samsung and other Android phone makers to leap into Microsoft's arms as the only safe and viable alternative out there.

Here's the quick and dirty background: A nine-person jury has been hearing testimony for close to a month in court battle between Apple and Samsung over patents for smartphones and tablets. Apple sued Samsung first over patents last April, and Samsung countersued two months later. The trial covered both of those cases wrapped up into one, as CNET's Josh Lowensohn explained during CNET's live blog today.

(Heck, even Microsoft hater and CrunchFund partner MG Siegler said "Windows Phone just got a huge boost today." So it MUST be true.)

Microsoft has cemented a number of patent-licensing agreements with Android phone makers -- including Samsung -- to date. But it hasn't managed, so far, at least, to convince many of these phone vendors to go whole-hog with Windows Phone.?

My only observation on all this, since I haven't followed the Apple vs. Samsung proceedings in anything but the most cursory way, is that Microsoft often advances when its competitors fail. Exhibit A: Xbox vs. Sony PlayStation.
